Environmental Responsibility

Government regulations set the mandatory level of our environmental compliance. In our operations and the development of new business, we take into consideration international best practices and standards. It is our goal to be in full compliance with all applicable environmental regulations at all times. We, therefore, maintain a “zero environmental non-compliance target” on the “fines or non-monetary sanctions for non-compliance with environmental laws and regulations” KPI. In addition, all Glow’s power plants in Thailand are accredited under ISO 14001 Environmental Management System.


Our operational and environmental performance meets Thailand’s environmental regulations and any other applicable regulations. Glow strictly follows the environmental impact mitigation and the monitoring measures presented in the environmental impact assessment (EIA) action plan. Glow’s Environment, Health, & Safety (EH&S) team report on a bi-annual basis the results of the implementation of our action plan to the Office of Natural Resources and Environmental Policy and Planning (ONEP) in Thailand. We conform to all of ONEP’s reporting processes and meet all standards established by the environmental regulations, site permits and corporate objectives. We respond promptly and effectively to any incident resulting from our operations and in so doing we co-operate with industry organizations and authorized government agencies. To ensure quality and reliability of our data, third parties assess the environmental performance of our power plants on a regular basis, measuring progress and conducting periodic audits of environmental performance.


Glow is committed to controlling emission levels to meet, and where possible to be below, all applicable standards as well as to fully comply with the EIA and EHIA requirements at all times. We have installed online measurement systems for continuous measurement and control of the source of emissions.


Glow has invested significantly in technologies to reduce NOx, SOx, and Total Suspended Particles (TSP) pollution. We purchase low sulfur bituminous coal with less than 1% sulfur content and use limestone injection techniques in the combustion of coal in our circulating fluidized bed (CFB) boilers. GHECO-One, our coal-fired power plant in Thailand, incorporates a sea water flue gas desulfurization system to reduce SOx emissions significantly. NOx reduction is achieved in the CFBs by ammonia injection into the flue gas and in GHECO-One by using Low NOx burners and a Selective Catalytic Reduction (SCR) unit.


In the Map Ta Phut area, the government has put in place an 80:20 measure in accordance with a resolution from the National Environmental Board (NEB), which requires reducing NOx and SOx emissions from existing facilities in order to enable the expansion of existing facilities or the construction of a new plant. In compliance with this rule, Glow has for instance successfully implemented an air emission reduction program at the Glow SPP 3 power plant located in Map Ta Phut Industrial Estate which has enabled the construction of GHECO-One.


Glow’s Community Relations Team engages with local communities and gathers feedback on an ongoing basis. We aim to maintain a relationship of trust by practicing open communication with the community, authorities, policy-makers, customers and other stakeholders who could have concerns regarding the environmental impact of our business and facilities. Every quarter, we organize a tripartite meeting among Glow and key stakeholders to report our environmental monitoring results, new and on-going issues, actions are taken to remedy such issues, and to gather feedback from th ose key stakeholders.


In addition to our power plants in Map Ta Phut that have all been certified by the Federation of Thai Industries (FTI) in 2016 as “Eco-Factory”, this year all Glow Group power plants, including Glow SPP 11 in Pluak Daeng and Glow IPP in Bowin, had received the Green Industry Awards from the Ministry of Industry.


To meet “Green Industry” requirements means we have strong commitment towards operating our business in an environmentally friendly way to achieve sustainability goals by developing and improving continuously on production process and environmental management including corporate social responsibility, both internally and externally, throughout the supply chain.


The awards were classified into 5 levels (1-5). All Glow's power plants in Map Ta Phut achieved “Level 4 : Green Culture”, which reflects from the environmental concern that was put into practice and has become part of Glow’s corporate culture and performance. Meanwhile, Glow's power plants in Pluak Daeng and Bowin achieved “Level 3 : Green System”, which indicates that we have systematic environmental management (including monitoring, assessment and review for continuous improvement) including well-recognized environmental management award and certificate.


The way forward for Glow is to promote and encourage our stakeholders in the direct supply chain to also recognize and adopt the sustainable development and environmental friendly way of doing business.


In 2017 Glow Group had no non-compliance with environmental laws or regulations.



? Environmental Management

Glow aims to meet all standards established in environmental regulations, site permits and corporate objectives. We respond to any incidents resulting from our operations that impact the environment. Our target is to receive zero non-compliance complaints from the environmental regulators and ISO 14001. Glow’s long-term goal is to measure progress continuously and to conduct periodic audits of our environmental performance to identify opportunities to improve our business processes continually and to maintain transparent communication about our environmental performance to our interested parties.


? Biodiversity

Glow has mapped out numerous biodiversity mitigation activities and put them in place to prevent, correct and mitigate impacts arising from its operation on the ecology and biodiversity of sea water sources. Those activities include providing support to ecosystem conservation activities, such as mangrove reforestation; monitoring the strainers at sea water pumping points regularly to minimize the volume of aquatic life that mixes with sea water in the cooling system; monitoring the sea water coolant temperature before discharging it into the sea; and conducting a collaboration project with fishery groups and academics to increase the population of aquatic animals.


? Waste Management

Glow monitors the environmental performance of each power plant site on a regular basis before obtaining permits for the collection, storage and transportation of industrial waste and by-products that are generated by Glow’s activities for treatment and disposal as specified by laws to prevent environmental impact. We promote environmental awareness among our contractors, suppliers and customers.


Glow has established an “Industrial Waste Management Procedure” which is implemented across all plants. We obtain a permit from involved authorities before all types of waste or unused material is to be transported out of the premises. Every waste disposal operator and transporter for hazardous waste and non-hazardous waste must be evaluated and approved by Glow prior to providing services.


In 2017, Glow, in collaboration with Chulalongkorn University, has conducted a feasibility study on the utilization of bituminous coal ash in ceramic pottery products. The study, which is expected to be completed by March 2018, will give Glow a more efficient method for waste management if proven to be effective.


? Wastewater Management

Glow endeavours to limit environmental impact from the use of oil and chemicals in the production and maintenance processes. Water contaminated by oil is treated and the oil is removed before being discharged while water quality is constantly monitored and recorded at the point of discharge in accordance with the requirements of Environmental Impact Assessment (EIA) and Environmental Health Impact Assessment (EHIA).


Glow promotes and implements efficient water savings and proper use of natural resources in line with the National Energy Conservation Policy and the Enhancement and Conservation of National Environmental Quality Act B.E. 2535, based on the 3R principles (Reduce, Reuse and Recycle). Run-off from the coal pile area as well as other service water is treated and collected in a retention pond before being recycled back for dust suppression.



We have implemented various improvement projects to our facilities that are directly reducing greenhouse gas emissions (e.g. boiler efficiency improvement). We use state-of-the-art and environmentally friendly technology such as Supercritical Pulverized Coal Boiler Technology, a high-efficiency boiler system that consumes less fuel than conventional boilers, which results in lower emissions and lower energy use. Our replacement of conventional lighting fixtures to LED in our power plants received the formal recognition of reduced greenhouse gas (GHG) under Low Emission Support Scheme (LESS), the scheme of Thailand Greenhouse Gas Management (Public Organization) (TGO-Thailand’s Designated National Authority for the Clean Development Mechanism.


We obtained Carbon Footprint for Organization (CFO) certifications of our carbon footprint, which is an indicator for the quantity of GHG emitted (in tons of carbon dioxide equivalent) from all activities of an organization; such as fuel combustion, electricity use, waste management, and transportation. Moreover, we are taking steps beyond Carbon Footprint of Product (CFP) certification by obtaining the Carbon Footprint Reduction (CFR) label-the label given to a product that contributes less GHG than Glow’s local competitors (i.e. baseline emissions). Glow’s electricity, steam, clarified water, and demineralized water production from Glow Energy Phase 2 are CFR-certified as the first of each kind in Thailand.


In 2017, more of Glow Group’s power plants have been certified of Carbon Footprint for Organization (CFO), including Glow SPP 1, SPP 2, SPP 3, Glow Energy Phase 4, Phase 5, and CFB 3, and had received the greenhouse gas emission reduction awards from Thailand Greenhouse Gas Management Organization (Public Organization). The award ceremony helped to honor and encourage entrepreneurs in various business sectors on greenhouse gas emission management and reduction. Glow Group received awards in 3 categories, consisting Carbon Footprint for Organization, Thailand Voluntary Emission Reduction Program (T-VER), and Community Green Community Support Program. Receiving these awards signified Glow’s strong commitment toward greenhouse gas management in accordance with the national standards.


In addition to our low carbon efforts in power generation, our offices have also placed a strong emphasis on activities that reduce GHG. Realizing that recycled paper contributes less GHG emissions compared to virgin paper but recyclability of the paper is reduced significantly when it is contaminated by wet waste or printed colors, we have set a default printing mode as black & white and duplex printing to ensure full utilization of the material. We also have paper bins at all photocopy stations that are available for paper wastes that contain classified materials that are destroyed in a secure manner and unclassified materials that are sent for recycling.


We also support non-operational activities that help to mitigate/reduce GHG in particular our Other Indirect (Scope 3) emissions for business travel and commuting. To reduce our emissions from commuting, staff who work at Glow’s Headquarter receive monetary support for not requesting parking spots at the headquarter. For staff who work at regional offices, we provide shuttle bus services and also bus trips between Bangkok and those regional offices.


Following our official announcement in 2015 that going forward we will not invest in any additional coal-fired units to be added to our generation fleet, we have been focusing our business development efforts exclusively on contributing to the “low-carbon” energy mix in Thailand, with gas-fired units, hydro plants and (non-hydro) renewable projects. In 2017, Glow has taken the first stable steps in Solar Rooftop electricity for industrial customers both inside and outside industrial estate areas.


Starting in 2017, Glow, in cooperation with WHA Utilities & Power and SUEZ Asia, are developing an industrial waste-to-energy (WtE) power plant at the Hemaraj Chonburi Industrial Estate. This industrial waste incinerator plant will be the first of its kind in Eastern Seaboard. We aim for it to play a significant role in the responsible treatment of waste in Thailand that not only utilizes the resource efficiency but also reduces emissions of greenhouse gases (GHG) from waste disposal operations such as landfilling without energy recovery.
